1 23 is one of the most commonly cited prime numbers - a number that can only be divided by itself and one. Twenty three is the lowest prime that consists of consecutive digits. Primes have been described as the "atoms" of mathematics - the building blocks of the world of numbers. An American businessman has put up a US$1m (£500,000) prize for the first mathematician to find a pattern in primes - a problem known as the Riemann hypothesis.

In the television series Lost, one of the combination of six numbers that haunt the characters and they have to input to a computer to avoid an unknown fate is 23.
8 The terrorist attacks on America on 11 September 2001 have been held up as one of the most portentous examples of the disturbing power of 23. The figures in the date (9+11+2+0+0+1) add up to 23. The independent US commission which investigated the attacks found the date had been chosen randomly by the hijackers and had originally been planned for later in the year. Alternative explanations for the date included the taking over of Palestine by Britain in 1922 and the fact that 911 is the US emergency code.
9 Few hold 23 in more esteem than the followers of Discordianism, a self-declared religion based on the premise that discord and chaos are the building blocks of life. 10 Sport stars have developed a particular affinity (and aversion) to 23. Michael Jordan, the American basketball player, wore the number throughout his career and inspired many copy cat fans of wardrobe vigintitriplicity. 11 The Bible does not let 23 pass without conferring upon it some significance, at least to students of the Book. Although the Old Testament is unspecific, it is widely held that Adam and Eve had 23 daughters. The 23rd verse of the first chapter of Genesis brings the act of creation to a close while the 23rd chapter of the book of Genesis deals entirely with death, namely that of Abraham's wife, Sarah. Budget allocates Rs.39,000 crore for rural jobs scheme

The government Monday hiked the allocation for its flagship rural job scheme by 144 percent to Rs.39,000 crores.

'I am allocating Rs.39,000 crores for NREGA (National Rural Employment Guarantee Act). This is a hike of 144 percent,' Finance Minster Pranab Mukherjee said while presenting the budget for fiscal 2009-10 in the Lok Sabha.

'NREGA is a magnificent success. The government is committed to providing a wage of Rs.100 a day to rural households in convergence with other schemes for rural areas. One hundred and fifteen pilot districts have been identified for these convergence schemes. The details will be given by the minister for rural development,' Mukherjee added.

The finance minister said the government would soon publicise a draft food security (guarantee) bill and seek comments from everybody before finalising the bill. In its election manifesto earlier this year, the Congress had promised 25 kg of rice or wheat a month at Rs.3 per kg to families below the poverty line.

One of the few young members of the UPA government, Sachin Pilot -- Minister of State for the Department of Information Technology (DIT) -- has taken charge of this portfolio at a time when there are great expectations from the information, communications and technology (ICT) industry.

There is a digital divide in our country and through the efforts of the Centre for Development of Advanced Computing (CDAC), we are trying to brigde it by making IT more accessible and amiable to localised societies. For instance, our language initiative for making available free software will end this year when these softwares will be availabe in our 22 official languages. The rollout of 100,000 Common Service Centres (CSCs) by next year is another initiative.

Till now, 40,000 CSCs have already been rolled out. Another initiative relates to the interlinking of research and educational institutes through the National e Governance Plan (NeGP). These are backed by the government and are part of the objective to have all stakeholders on board. These services make the entire process transparent and the life of the poorest man better. However, the support of the state governments is important here.

The CSC initiative is a Public Private Partnership (PPP) one and requires local entrepreneurs. So local entrepreneurship gets a boost. For instance, there are popular services that were not envisioned before. The government provides the logistics support and bandwidth for these projects but it's the entrepreneur who is finally responsible for running the CSCs. We have discovered that most of those who run the CSCs are local graduates besides small firms that have take the task of running these centres.

Computers Bring Jobs to Rural Women in India

What strikes a visitor entering the Source for Change business processing centre (BPO) in rural Rajasthan, a deeply conservative state where women are veiled and child marriage still rampant, is the near absence of men in the building.

There are only rows of women to be seen behind computers that stretch from end-to-end of the single-storey house painted in green that has been transformed into the Source for Change office. BPOs are a 28 billion dollar industry in India, based mainly in cities like Bangalore.

Source for Change has launched a social revolution in and around Bagar, a quiet town of some 10,000 people, some 600 kms north-west of New Delhi. Before it opened, educated girls here had only two options: work on farms or at home.

Now after two months of training, each employee is assigned independent data entry duties, the BPO’s main work for clients like the Piramal Group, a big Indian drugmaker, and Pratham, a Delhi-based non governmental organisation for children.

Now Source for Change has expansion plans and intends to increase its employers in Bagar to 100 associates by January 2010. There are plans also to create a network of offices that will be spread across Rajasthan, each employing between 100 and 150 women.

With new clients like the Rajasthan government and the Confederation of Indian Industry, the biggest business association in the country with 7,500 members, the BPO's can now afford to make new plans for providing employment opportunities to rural women in India.
